In a medium saucepan, melt the butter over medium-high heat. Add sugar and cocoa powder, whisking until combined. Remove from heat and add salt, vanilla, and eggs, whisking continuously. Add flour and mix. Set batter aside.

In a stand mixer, cream together butter and sugars. Add egg and vanilla, scraping down the sides of the bowl. Incorporate flour, salt, baking soda, and baking powder. Mix on low until combined, then fold in chocolate chips. Set dough aside.

Preheat oven to 175°C (350°F). Line the bottom of a 9x9 baking pan with foil or parchment paper and coat with non-stick spray.

Press the cookie dough evenly into the bottom of the prepared pan to form the first layer. Arrange a single layer of Oreos over the cookie dough without overlapping. Pour the brownie batter over the Oreos, spreading evenly to form the top layer.

Bake for 35-40 minutes. Test with a knife; if it comes out clean, remove from the oven. Let brownies cool for at least 1 hour for clean slicing. Serve and enjoy.
