Preheat oven to 375°F. Grease 9x13-inch pan.

Combine flour, baking soda and salt in small bowl. Beat butter, sugars and vanilla until creamy. Add eggs one at a time. Gradually mix in flour mixture. Stir in chocolate chips.

Spread half of cookie dough into prepared pan. Bake 8-10 minutes.

While dough bakes, melt caramels and evaporated milk in double boiler. Add peanut butter after caramels melt. Spread over baked cookie base.

Drop remaining cookie dough by spoonfuls on top of caramel mixture.

Bake 15-20 minutes until light golden brown.
