Preheat oven to 375°F.

In large skillet, cook beef over medium heat until browned.

Add corn, cream of mushroom soup, ½ cup cheese, milk, sour cream, onion powder, black pepper, and bacon to skillet. Mix well.

In 9x13 pan, layer the beef mixture, then sprinkle with remaining cheese, and finally arrange tater tots on top.

Bake uncovered for 40-45 minutes. Sprinkle with remaining cheese and bake another 5 minutes.
