Brown ground beef, onion, and garlic in skillet. Season with salt, pepper, and paprika. Cook 5-7 minutes until beef is browned. Drain excess grease.

Combine cream of mushroom soup, sour cream, and milk in large bowl. Stir in beef mixture, cooked rice, 1 cup cheese, and frozen peas if using.

Transfer mixture to prepared baking dish. Sprinkle remaining 1 cup cheese on top.

Bake 25-30 minutes until hot and bubbly with golden cheese on top.
